Depends on what you mean by supported in Gentoo.  Do you mean "has an
ebuild" or do you mean "integrates with other packages automatically so
you don't have to configure it".

There is an ebuild for fvwm2 (you can even use my ebuild for fvwm1 if
you want

but with either you will have to manage the wm configuration yourself as
there is no integration.

I am not sure if there are any fully integrated wm's smaller than xfce
but then I haven't really tried any.

As far as memory sizes go here are the two fvwm1 instances on my desktop
(the monitor and the TV are separate):
