The --exclude-from=file file can be in any directory and you can specify
it with a full or relative path.

- - /proc/
- - /dev/
Those should both work.  Those are saying exclude any directory named
proc or dev in the root of the source (which is /).

- - */*.iso
should just be:
- - *.iso
