Yes, your backup systems (scripts config files etc) should be separate
from the backup data. They should also be backed up into the backup
data. Backing them up somewhere else too isn't a bad idea.
A backup of a system that doesn't exist anymore isn't a backup anymore it
is an archive. Archives should be either backed up or taken offline with
at least two copies.
