Depends on who is accessing and managing the knowledge base.
For world-contribution, you can use WiKi framework.
For select individuals, a better choice would by one of the MANY
CMS(content management system) out there.
Common in any of these systems is a web-based form for inputing
content (even WYSIWYG editors).
Joomla (years ago was part of MAMBO) is a good CMS choice with many
addons from an everygrowing community.
