You want an install that doesn't use a GUI in that case. That means
debian, possibly FC (though last time I tried FC on a machine with 64M RAM
with a text install, it took 30-45 seconds to arrow between every option
in the same menu on all menus... eventually finished (successfully) and
ran without issues once installed, but a royal pain in the rear until then
(also note that this was the last (and only) time I tried Fedora)).
Mandrake (now mandriva) was in the same category, with the same result.
Slackware would probably be a good choice. Gentoo is possible, but it
would take a long time to compile anything, possibly longer than
installing RH or mandriva.

One last note - the use of thumb drives will likely be unstable with
USB-1.1 only. It will try its best, but I wouldn't guarantee it would
work... I base this on an attempt to use a DVD burner on USB-1.1, which
would try valiantly, but only produce a partially readable disk. This is
actually more likely a problem with optical media than flash media, but
I'd still be wary.

The disk space would work for nearly any distro - just don't go out and
install everything under the sun :).
