Seems the 9400GT ~ 8500GT, as long as the memory clock is the same.
Both are 16 streamprocs with 128-bit data paths, so inexpensive DDR2 is
often used on both series of cheap cards.  The 8400 series was only 64-bit
though (some had 8 shaders, others had 16), but the 9400GT is very much
128-bit.

It's hard for me to recommend these cards when I bought a 8600GT for
$79 - $50 MIR in early 2008 though.  Just have to wait for a deal I guess.
Either that or hit eBay and start bidding for a total price under $20 (with
shipping).  Maybe you can find a dump of the OEM's 9000 series known
as the GeForce 100 series:

I'd offer you my old cards but I have given them away to friends and
family -- 6600GT, 8600GT and even a 8800GT and original, 2-slot
8800GTS.

My aging, 15-month old Gateway P-78811FX has a GeForce 9800M GTS
and I gave my 40-month old HP Pavilion dv9000z with a GeForce Go 7600
to my father -- all 17" portables (1920x1200 in the former, 1680x1050 in
the latter).

The 6600GT ~ 7600GS ~ 8500GT in performance, with increasing vertex
and shading version and feature support (at FPS cost, of course).  E.g., the
8500GT allows FSAA and HDR at the same time, but don't be running too
high of a resolution.  The 6800GT ~ 7800GS ~ 8600GT ~ 9500GT as I
understand it as well, with much better vertex/shader support in 8000+.
