Most of the USB cellular modems work under Linux because they are
serial devices that accept AT commands.

The router is a different thing.  It would be what you plug the USB or
PC Card into.  I've used the Junxion Box product:

I know that the device is Linux based, but you'll never really
interact directly with the Linux OS on there.  D-Link also has a
similar product:

But, with all that said, the MiFi is a much more elegant solution if
all you need is to share an EVDO connection via 802.11.
