Work has been in progress for quite some time, to create a transceiver 
from a computer ( transmiter and receiver each would need two separate 
sound card inputs) and an external crystal oscillator, with two 500 watt 
RF Amps, along with an antenna system.

The following links cover current computer controlled tranceivers, up 
through the proposed computer radio that is more computer than radio, 
with a few external accessories.
