[Leaplist] server migration

Hi,
Soon, I'll need to move a Debian server to a newer box.  Both boxes are x86, 
and the original is running Etch.

I'm debating whether to 
1. Install Etch on the new box and move all the apps to the new box before 
upgrading to Lenny or
2. Install Lenny, and then move the apps to the new box.

It seems that 1. would be simpler to get a stable box working (and be easier 
to troubleshoot any problems with the same OS), but would present more 
potential upgrade problems going to Lenny.  

And 2. would be easier to get the new OS stabilized, but may pose more 
problems migrating the apps and data.

Any sage advice, or experiences with similar endeavors???
