Ping is not a very good indicator of system health. A ping packet
only travels up to the network layer (layer 3 of the 7 layer OSI
model.) and many times the kernel is running well enough to reply. I
can't tell you how many machines I have seen that respond to ping but
are otherwise frozen solid.
