if anything i'd say it depends on whoever steps up and says "i'll be  
the webmaster." again, i think it kinda naturally falls on the  
secretary (since he already has 99% of the content already- especially  
the minutes of the exec board meetings) but if somebody else wants the  
job and the board okays it, great.

so... hank, as the secretary, if you want the job, claim it.

if not, somebody else can volunteer for it. and then whoever decides  
to do the job, if they want to use a CMS, they're comfortable with it,  
and it's easy enough for the next guy to learn, then they become the  
decision maker.

however, with joomla's history of security issues, i would personally  
shy away from using it.
