Understood.  Just understand the boot order in a PC is
affected by ...

- Configured device boot order
- Boot delay (or non-delay)
- Availability of a bootstrap on each devices, in order

When you have a blank system, it should prompt for media.
If you have a pre-installed system, it will not.
