Early AMD "Cool'n Quiet" mainboards often suffered from
OEMs cutting corners and shipping broken BIOSes. Unlike
Intel, AMD doesn't have the R&D dollars to throw at OEMs
to ensure compatibility in first generations (although
some OEMs have seemingly cut corners on some of Intel's
brands as of late as well, but that's another story).
So it's not uncommon.
I'd look for a BIOS update to your mainboard. If one
is not available, try just disabling "Cool'n Quiet" or
tweaking some kernel tunables relevant to the capability
(if the mainboard is presenting those proper, of course).
