Thanks, guys, for all your responses! Jason and Dan got me on the  
right clue: I wasn't aware of Ubuntu/Debian's use of its own  
special .cnf file with the update user and password inside. It's root- 
readable only, and looks autogenerated. I just copied the password  
out of this file and updated the debian-sys-maint user with it, and  
the update went beautifully. Had I poked around the /etc tree a bit  
more, I might have already seen the problem.

I'm not used to distros that hold your hand so much. Slackware and  
the BSD's use a strictly default "no admin special user and no root  
password" with their MySQL packages, just like you'd get if you built  
them yourself from source. Debian evidently completely disables a  
usable MySQLroot, and makes you use its own maintenance user with its  
own password for admin (?maybe?). I honestly don't see where this is  
documented anywhere on the system, and Googling didn't reveal much.
