it means exactly what it says, "up high."

or if you want to be scientifically precise, "at a greater altitude",  
or "farther away from the center of the earth."

putting the antenna higher will result in a greater usable range, and  
better signal strength within the coverage area. not necessarily  
because "higher is better" (this is not always true) but because  
people tend to have more things blocking the signal path "down low",  
like furniture, than they do "up high". this is why, if you visit  
someplace which offers wifi access, their access points will either be  
mounted high on a wall somewhere, or will be sitting on top of a drop- 
ceiling panel, so there are less obstructions between their antenna  
and the users' laptops.

and it's easier to hang a four-ounce access point from a nail on the  
wall, or set one on top of a drop-ceiling panel, than it is to build a  
shelf to hold a computer up near (or above) the ceiling somewhere.
