Depend on if the system brings the interfaces up. You can bring up an
interface without the MII or GBIC PHY ASIC having a link.
E.g., you can use "ifconfig up" on an interface without "ethtool eth#"
showing you have a link, and that interface will reply, at least to the
local system.
I don't think it has to do with loopback (lo device) either. If you
ping the IP assigned to an interface, it should go to the interface and
apply any filtering or other. But as long as the interface exists and
its "up," it will respond.
