Yes.   The 50,000 foot reason is that the IP addresses are not as  
tightly tied to the card as they used to be (see the arp threads from  
about 6 or so years ago if you want the details), but are more an  
attribute of the machine itself, so interface state (and in the arp  
case, origin) is largely ignored.
