It's just a notification service.  You still have to pass other
credentials to update.

It's designed for newer users, who are unlikely to run as root and/or
run updates.  I've run into several Windows users who have been asking
for the nag -- no joke -- because they don't know where else to look.

PackageKit is hardly Fedora-only, and is finding it's way into several
distros, as it supports many package systems.
