Actually, there is no practical limit to how many machines an IPCop box can 
service. It's generally limited to your connection bandwidth that the IPCop 
is hooked to.

An IPCop running on a 20 mhz 386 can pump a full T-1.

Any pentium class computer can pump 100mbps, depending on not having crappy 
netowrk cards in it. Realtek cards are notorius for not working well when 
approaching 50% usage. Above that, many cards start losing packets. You can 
see it in the ifconfig statistics. I have found that Intel nics and 3-Com 
3C-905 nics are very good at running up to 100% capacity without barfing.

There are lots of places running thousands of machines behind a single IPCop 
box.
