If you are migrating a single site, have it running at both locations and 
change the DNS. Wait for it to propagate. Kill the old site.

If I am transferring all the sites from one computer to another, I set DNS1 to 
the original site and DNS2 to the new site. I wait for that to propagate.

While I'm waiting for that DNS change to propagate, I prepare the new site(s) 
at address of DNS2.

Once those two steps are done, I turn off old site. At that point, DNS1 failes 
to resolve and DNS2 resolves. Users instantly transfer to DNS2 site.

Then, update DNS1 to point to DNS2 site.

Once that has propagated, you can turn back on the original site and delete or 
repurpose it.
