[Leaplist] new PGP key

I'll let someone else explain the details of how PGP works, and just start
with defining the basics...
When you receive an e-mail, you really do not know two things:
1) Who actually sent it (the "From" line is easily forged)
2) If anyone else saw it besides you and the sender.
Problem #1 is taken care of by something called a digital signature
Problem #2 is taken care of by encryption
PGP can do both. (So can S/MIME and X.509 certificates, but that's
another discussion)
