[Leaplist] gnump3d streams and downsamples MP3s

For ages I've been wanting something that'll not just stream, but downsample
on-the-fly. Apparently gnump3d has been around for years, I just had no
idea.

So far it works great. I just had to enable the downsample configuration
options, which apply to all clients by default and then you exclude IP
ranges, like your LAN, thereafter. All my music is off-site now, otherwise
I'd be using NFS or whatever...

Between this and NoMachine NX, I am quite happy. 256Kbps is starting to seem
like a lot more bandwidth than it actually is.
