If you have setup the root password on the IPCOP box then you can secure
shell from your user machine to the ipcop firewall machine:

 ssh root at ipcop (or what ever you gave as a hostname on the ipcop machine)

 if your user machine is Windows then you need an app like "putty".

or log in the ipcop machine locally (not in single user mode)

you should when run 'setup' while logged in as root at command line mode
and the setup program is a ncurses/dialog interface.  The last two options
from the menu are to setup passwords for admin and backup accounts.
