if the quality of the copper is that bad, an option is to order a ISDN 
line.  This requires a CLEAN run that the telco must install.  At that 
point you can terminate your ISND and then switch the xDSL over to that 
new clean line.

I have had to do this for a couple of companies in the Daytona and 
Gainsville areas.  In both cases they only had to pay small penalty for 
the early termination (do not sign a 2+ year contract for the ISDN) and 
were very pleased with the increased performance of their xDSL lines.
