I believe it. IIRC, the Dignity Project in Gainesville
<http://www.dignityproject.com/> is allowed to install Win98 at no cost
on their refurbished PCs.

If I was Microsoft, I would *much* rather people run Win98 for no fee
than run Linux. See this article:
