I don't know of anywhere that gives free domains without first paying for
web hosting, typically ~$100/yr or more.  GoDaddy.com does $9/yr domains and
can do free email hosting, and some other domain registrars have gotten into
this lower-than-low-end business too.  Just add in some uber-cheap dialup
and she's set to go.
