Depending on your skill level, you can also 'roll your own' with an Aserisk-based VOIP system.  For around $10/mo (sometimes less) plus L/D (usually billed around 1/2 cent/min), you can create your own VOIP system.

It takes skill, however if you don't want a bunch of ticked off folks who can't use the phone because the 'server is broken'.  I wouldn't recommend this to someone with little to no experience with Linux.
