I've personally sync'd iPods with iTunes on Windows XP as have  
millions of others, so you must be thinking of either a) a Windows  
bug that was fixed years ago, or b) a bug in iTunes that was fixed  
some time ago.

Yeah, originally MSFT pointed the blame on Apple, so Apple fixed some  
admitted bugs in iTunes (or more specifically the iPod service) but  
the bug persisted, so eventually MSFT released a fix for Vista to fix  
the real cause.

Well, originally, but they have released compatibility updates since  
then.

 From what I've read most governments are unfortunately still happy  
to deal with them, sad as it is.
