[Leaplist] mainboard problem

I have a few of the MSI mainboards, MS-6382 (captive built for HP
machines), that went surplus for $29, so I acquired some to replace some
of my older system boards that had suffered "capacitor plague".

So, these are surplus, and all ran well.   Then, this one one day quit.

I have put the Duron 1.4ghz cpu into another system to assure it is
working ok.  Plus, I pulled the power, battery, and reset CMOS.

So, with only a video card, one stick of the correct DDR RAM, the fan
starts up, but there is no POST beep.

Any clues what I could test next?
