I've been looking for cheap replacements for a few folks recently, and I keep coming back to Best Buy for some reason. I generally don't like buying from them, but they do seem to have the best "no rebate" cheap computers around. Ex:

(if that URL comes out okay) - 512M, Celeron D (ick), 120G HDD, Vista Basic (crap) - all for $200, without rebates.
For $300, you can get one with 1GB, P4 (ick), etc.
As for sites you can check out for deals, http://techbargains.com has done me well in the past (sometimes you have to act really fast, tho) - it points out a Dell system w/Ubuntu for $329 (not bad!) - if you don't pick a monitor:
