There is a page on our web site which leads people to this mailing list. The 
text of that page that explains this list is as follows. It has not changed 
for many years.

LEAP's General Mailing List (LeapList)
A general mailing list is a vital part of any Linux user group.  This is where 
you will find all of the Linux/Open Source discussions going on.  As noted in 
the rules, this is a *Linux* related list, so please try to keep your topics 
to that.

I believe that means that Linux related Open Source is on topic.
