Take a survey of 200 randomly selected IT professionals (or other
appropriate field). If as many as one-third of those surveyed think it
is obvious, then it is. Or maybe one-third is too high, maybe a smaller
number would do. Anyway, this would reduce the number of dumb patents by
a HUGE percentage.
