oops, forgot to mention.  mp3 to ogg will be lossy to lossy.  I've done it and 
can't tell the difference, but if you have a REAAAAALLLLLY keen ear and want 
to optimum reproduction, you should go directly from wav to ogg when you have 
the opportunity.
