Not such a straight-forward distribution (as far as following branches
of distributions)
Mepis was based on Debian and then switched to Ubuntu (which itself is
based on Debian) because of both technical and political reasons.

MEPIS to incorporate the

Mepis was using the Debian source tree directly until 2006.
Ubuntu was more desirable, as they take debian 'untested' and fix and adjust.
Woodford wanted it to work better and not have to fight the volatility
of Debian (and the warm, loving community that works on Debian
--SIDE NOTE: ask Bryan Smith about the Koombayah sessions and group
hugs (NOT) as he was a paid Debian kernel maintainer for awhile
There was also some arguments over at Debian with the DCC Alliance (at
the time Mepis was a part of the org and now Mepis recently left the
DCC)
According to Distrowatch news:
MEPIS 7.0 is based on a Debian Etch core combined with up-to-date
user applications that are recompiled by MEPIS from upstream Debian
and Ubuntu common source code. Debian Etch users are welcome to get
their updated applications from the MEPIS pools.
You can point your Mepis to debian repositories for updates or you can
include Ubuntu.
