Is your ISP on the official mirror list, or included in the Fedora
mirrors? If it is not then it is unlikely that the plugin will look
for it and use it. If your ISP has a mirror and it is fast and up to
date, I would recommend ditching the plugin, and hard set your yum
config to point to the ISP's mirror.
As for the timeouts... well, this plugin ensures that the faster
mirror get more traffic, which might very well cause socket timeouts
if they get overwhelmed with more connections than they can handle.
