Somehow, there became a strange idea that somehow FLOSS was not
commercial, nor to be considered viable for government use.  Actually,
the law forbids anyone in government from ignoring either the
proprietary or the free software.

The Navy re-iterates lessons from the OMB that much of the best serving
software in all of government is FLOSS.
