Interesting, though I doubt they'll affect most people (other than the
start-of-week issue for those specific countries).
Honestly the bigger issue is that it is an incomplete standard that
relies too heavily on proprietary, undocumented portions, and you can
bet the house that Microsoft's own software will use the undocumented
portions thus defeating the lauded interoperability.

That is less relevant than a fully working open standard. Photoshop's
code will never be released but you can still use it for doing
standards-compliant PNG files.
