Okay, this page appears to have been written for a different version of
Thunderbird -- I'm running 1.5.0.10.

That said, the directions on how to add a default action for "Download
Actions" is to click on an attachment and tell Thunderbird how to open
it. I don't get that dialog, I get no response at all.

Okay, so taking the advice from this page, I edited Thunderbird's
[user.js] file to add two lines:

user_pref("openattachment.extension.htm", "~/.mozilla/firefox %U");
user_pref("openattachment.extension.html", "~/.mozilla/firefox %U");

No change in behavior. Still no response to a click.

I do appreciate the efforts, even though they aren't providing instant 
gratification. <g>
