I'll respond with the same logic that the Sun OpenJDK FAQ does ...

I.e., of course as it's GPL and can be bundled with anything under those terms! Debian, Red Hat, etc... will be free to package and redistribute as they please.
BTW, the GPL'ing of the Java SDK (JDK) aka Java SE into the OpenJDK is still "in-progress" but it will result in a complete GPL stack - from run-time to development.
