The Report and Order (R&O), which is the most common official  
announcement of commission decisions, was released.
The new rules will go in effect 30 days after they are published in  
the Federal Register (which could be upwards of 60 days from now)

As an aside, there is testing available for Amateur Radio licenses  
monthly through the Orlando Amateur Radio Club and also through other  
local exam teams in the area (LMARS, AES, etc.)
