Heh... it is a little hidden.  If you go to the main downloads section,
and follow it as if you were going to download VMWare Server, it's
listed after you accept the EULA.  When you install VMWare server on
your host machine, it installs the client for you.  If you've set it to
run on port 902 and don't have it blocked by a firewall rule, you can
use the client (for Windows or Linux) to attach to your server.

Look for "VMware Server Linux client package" on the download page if
you want to run the management interface from another Linux box.

You can also download the addon Webserver part, which will allow for
control via a web browser.  Personally, I like the standalone client.

VirtualCenter does a lot more than the other client.  It's mostly
designed for ESX server, to allow you to control multiple VMWare servers
from one place - but it's certainly not free.

Yes - when it installs the server, it automatically gives you the
client.
